This feels like a bad workaround, but in ~/.config/user-dirs.dirs set
XDG_PICTURES_DIR=PATH
It should be possible to specify command-line arguments as:
/usr/lib/gnome-screensaver/gnome-screensaver/slideshow --location=PATH
but I can’t yet see how to do that.
